This is the tuner I have been looking at. Very interested.
I have seen this one: http://duramaxtuner.com/2-8lduramax.html

They say with licensing- Do they mean GM gave them permission to use there Duramax name?

I believe what they mean with licensing is getting a license from EFI live and that it isnt just a copy from a main file.
If you go on their website and go to any of the other tuning options for a different engine (the 2006 to 2007.5 LBZ for example), there is something called License. If you read through it, I believe a license allows you to tune 1 serial number/ vehicle. So, if you bought a tuner from them, you could only use that on 1 truck. If you wanted to use your same tuner to tune a different truck, you would just have to buy another license from them I think.
EFI Live writes tunes that are vin specific so if you purchase tuning for your truck, it can only be used on your truck and be worthless to anyone else. So yes 1 license is good for one use/vehicle.
